# Turnkey construction: reading the quotation item by item

Turn a turnkey quotation into a clear scope by defining completion, specifications, owner purchases, exclusions, testing and handover documentation.

“Turnkey” is a useful conversation starter, but it is not a complete description of what a contractor will deliver. Before comparing the total, translate the term into a list of finished spaces, systems, equipment and documents. Ask what the owner must still buy or arrange. This guide is an owner’s preparation method for reviewing offers; the final contract and any questions about rights or responsibility should be reviewed against the actual documents by the appropriate adviser.

## Define what ready for handover means

Walk through the home on paper from the entrance to the service areas and list what should be complete in each location. Include fixed finishes, doors, sanitary fixtures, lighting and other selected systems relevant to the project. Ask whether kitchens, wardrobes, appliances, external works and connections are included or separately arranged. Do not assume an item is covered because it appears in a presentation image. The quotation should connect the promised result to a written scope and identifiable drawings.

## Replace marketing levels with specifications

For major items, ask for a selected product reference or a clear specification and approval method. Terms such as premium, first class or equivalent leave too much room for different expectations when used alone. Identify how samples and alternatives are approved and who reviews technical compatibility. Keep provisional selections visible. A practical specification does not need to list every minor preference immediately, but it must make clear which decisions are fixed and how the remaining ones affect price and programme.

## Identify who supplies every package

Create a responsibility list for contractor-supplied and owner-supplied items. Saudi Arabia’s Civil Transactions Law addresses contracting arrangements that can involve materials supplied by either party. For your project, ask the adviser to review the actual wording and make supply, storage, coordination and installation responsibilities explicit. If the owner buys a kitchen or equipment package separately, identify the information and dates the contractor needs. A turnkey label does not eliminate the need to coordinate those interfaces.

## Read exclusions as unfinished work

For each exclusion, ask whether it is unnecessary for the project or simply outside this contractor’s offer. Assign the latter to a responsible party and obtain a budget where needed. Review taxes, fees, specialist services, utility-related arrangements and external work using the actual quotation and current official requirements where relevant. Do not convert an excluded item into a zero-cost assumption. A complete owner budget includes the work needed to reach the agreed home, even when several parties deliver it.

## Agree how changes are priced and approved

Ask how a change request records its description, affected drawing, cost and time implications, and who can approve it. Keep owner preferences separate from corrections or other issues whose responsibility requires professional assessment. Do not rely on a sequence of informal site conversations to establish the revised scope. A clear change record allows both parties to understand what the new total includes and prevents an early quotation from being treated as current after substantial selections or design details have changed.

## Specify the handover package

List the inspections, demonstrations, product information, warranties, keys and updated records expected at handover, with the relevant professionals defining technical acceptance. Agree how observations are recorded and closed and how unresolved items are treated in the actual contract. A house that looks complete may still need important information for operation and maintenance. Ask for a room-by-room demonstration of the systems the family will use and keep the final records together. The scope should end with an understandable, documented home.

## Your practical checklist

1. Translate turnkey into a room and system completion list.
2. Make specifications, supply responsibilities and exclusions explicit.
3. Agree written changes and a documented handover package.

## Frequently asked questions

### Does turnkey include furniture and appliances automatically?

Read the actual scope. Ask for those items to be listed as included, excluded or owner supplied rather than inferring coverage from the term alone.

### Can I supply selected materials myself?

Discuss that arrangement before agreement and clarify its interfaces in the contract. Ask the adviser and project team to review supply, storage, timing and installation responsibilities.

### What makes two turnkey offers comparable?

They need the same area basis, completion scope, specification and treatment of exclusions. Resolve those differences before deciding what the headline totals mean.
